OpenAI says Daybreak will expand to offer specialized cyber services

OpenAI announced Monday  it was expanding access to its frontier models for defensive cybersecurity, detailing different defensive and red-teaming workflows and a new partner program with major cybersecurity product providers.

In a pair of blogs posted Monday, OpenAI said it was updating its Daybreak program  – which provides unreleased frontier models to private organizations and governments for defensive cybersecurity work – and introducing a new model variant.

Daybreak Blue, powered by OpenAI’s ChatGPT-5.6-Sol, would operate with lower cybersecurity safeguards compared to other commercially available models and is described as “a recommended starting point for most defenders” that supports tasks like vulnerability discovery, secure code review, malware analysis, incident response and patch validation. 

Daybreak Red, meant for more advanced red-teaming, would provide access to a new model, dubbed GPT-5.6-Cyber, that the company said is more purpose-trained for finding vulnerabilities and testing (or exploiting) them. The model is also less likely to refuse requests around “dual-use cyber tasks.”

According to OpenAI, the organizations in Daybreak Red will have their use closely monitored and supervised, as GPT-5.6-Cyber is significantly more capable in carrying out malicious cyber tasks than Sol. A security evaluation the company devised tested both models on complex requests, including exploit chain development, authentication bypass, privilege escalation and other hacking tasks. Sol succeeded in 1.5% of the requests, while Cyber completed 95%.

OpenAI said it plans to publish a more detailed system card for GPT-5.6-Cyber at a later date.

“Models running with reduced safeguards carry risks beyond standard model usage, whether from misuse or misalignment,” the company said in a blog. “Despite these risks, we believe that democratizing access to frontier intelligence for defenders is crucial to accelerating and automating cyber defense.”

Additionally, OpenAI announced a partnership program with 16 major cybersecurity providers, saying organizations could access their models through their existing security services. The partners include IBM, CrowdStrike, Accenture, Ernst & Young, KPMG, Palo Alto Networks, Cisco, Cloudflare, Sophos and others. 

“These partners bring deep security expertise and established relationships with organizations around the world,” OpenAI said in its blog. “By bringing our frontier cyber models into their services, we can help more defenders find serious vulnerabilities, validate which ones matter, and fix them faster.”

Companies like OpenAI, Anthropic and others are trying to rebalance their priorities after a string of AI-agent sandbox escapes have rattled policymakers and caused some cybersecurity experts to question if AI companies are doing enough to properly isolate the models from the internet during testing. Last week, OpenAI said it was intentionally slowing down development of its newer “Astra” model in order to develop better guardrails to restrain its behavior.

Cybersecurity and AI experts have told CyberScoop that while AI systems have greatly improved at finding and exploiting vulnerabilities in software code, they still require substantial human guidance and supporting infrastructure to operate as intended.

Additionally, some research has shown that without such guidance, even near-frontier models can struggle to fully patch a discovered vulnerability or avoid introducing new bugs with their fixes.

More than half of AI-generated patches are broken

As AI-generated code continues to be injected into all corners of the internet, concerns have risen about an expanding attack surface for malicious hackers to exploit.

Some have argued that the enhanced cybersecurity capabilities of large language models could serve as a check, finding and fixing vulnerabilities nearly as fast as they’re created.

But new research that tested the patching capabilities of two popular commercial models, OpenAI’s ChatGPT 5.5 and Anthropic’s Claude Opus 4.8, found that generative AI is more likely to create an exploitable patch or introduce entirely new bugs than close off a vulnerability.

Researchers at 1Password tested the models ability to patch six “high-impact, high-complexity” CVEs, including the “Copy Fail” vulnerability, a kernel flaw that can give an attacker root access to Linux cloud environments. The overall success rate (or fully patching the vulnerability without introducing new problems), was less than a coin flip at 47%.

“Our research findings show that, in aggregate across a variety of scenarios, both Claude and ChatGPT had a low rate of successful patch generation, which we define as full remediation of all known exploit paths with no erroneous changes to application behavior,” wrote Keith Hoodlet, Axel Mierczuk and Spencer Michaels.

“The models often addressed only a subset of vulnerable code paths, added fragile guard code that satisfied tests while failing to address the vulnerability’s root cause, and sometimes introduced subtle changes in the application’s behavior while patching the immediate vulnerability,” the authors continued.

The research suggests that largely autonomous vulnerability-discovery and patching may not yet be effective in fixing the explosion of vulnerable code that is being created in the AI era.

Other private sector research has pointed to a similar problem. A report this year from Veracode found that while LLMs have made “enormous strides” in crafting workable code, “security is a different story.” Testing across a range of frontier models found the average security “pass rate” for AI generated code is around 56%. Newer models like GPT 5.5 push closer to 70%, while more than half sit between 50-53%.

Veracode tested 100 different models and while there was variability, in general a small number of models were showing progress on security patching while the rest have experienced “stagnation.” Similar to the 1Password research, in 44% of Veracode tests the models introduced a detectable OWASP Top 10 vulnerability into the codebase.

An important caveat: neither report tested newer models, like Anthropic’s Mythos or OpenAI’s GPT-5.6-Sol, that frontier companies tout as having significantly higher cybersecurity capabilities.

Those advanced models can identify and fix vulnerable code. Anthropic and OpenAI are distributing them to key industries through Project Glasswing and Daybreak before foreign or open-source alternatives can compete.

Tim Jarret, vice president of product at Veracode, told CyberScoop that AI tools are still subject to a range of limitations that can make them unreliable for cybersecurity patching without knowledgeable humans in the loop.

While some vulnerabilities – like SQL injections – can be easily patched through automation, other bugs like cross-site scripting, can be exploitable in several different ways and require either a human touch, additional context or both to fully close off. Additionally, models can slowly lose context from prior sessions over time, affecting their ability to complete tasks correctly and raising the possibility they’ll hallucinate to fill in the missing gaps.

“I think we would say, at this point, that Iits premature to treat those as anything other than another code change to the code base that needs to be reviewed and accepted by the team, as opposed to letting the agent merge the code freely,” said Jarrett.

However, he acknowledged that may not be possible in a world where AI agents are generating exponentially more code for human defenders to review. Some kind of automated code review will be necessary – preferably not by the same automation tool that produced the code. The ultimate goal is the same as it has always been in security: “trust but verify.”

“Ninety percent of the time, the human check might just be ‘did the cross check look good?’ Do we have a thumbs up?’” Jarrett said. “In those cases where there’s still something wrong, that’s where you focus your attention a little bit more.”

CrowdStrike: AI is now both the weapon and the target in cyberattacks

While AI is supposed to help defenders, it’s now creating more than twice as much noise as human-triggered incidents CrowdStrike detects as potentially malicious. The company’s threat hunting team and systems triaged an average of 14 million detection leads daily, resulting in about 36,000 customer alerts during the one-year period ending in June.

“AI agent-driven behaviors have surged past human triggers,” said Adam Meyers, senior vice president of counter adversary operations at CrowdStrike. “AI has driven the detections significantly above what humans are causing, and this gives you a sense of how frequently AI is being used, and really just that it’s being used everywhere.”

The threat posed by AI showed up incessantly during the past year, sparking alarming shifts and heightened targeting across software defects, open-source supply chains and AI tools themselves — all of which create greater difficulties for defenders, CrowdStrike said in its annual threat hunting report

“The AI tools that are being implemented by every enterprise across the globe right now are also creating an extended attack surface,” Meyers said during a press briefing. 

“AI is now a tool, a target, and a force multiplier for adversaries,” researchers wrote in the report, adding that AI-enabled malicious activity surged 89% during the past year as attackers used the technology to scale operations, hasten tradecraft and target AI infrastructure.

Attackers are using frontier AI models to uncover vulnerabilities and develop resources, including AI-generated scripts, payloads and commands that increase their effectiveness and efficiency. The technology also allows threat groups to design more creative ways to run automated attacks and boost impact by manipulating, interrupting or sabotaging AI systems and data.

“AI is both the weapon and the target,” Meyers said. 

Most organizations don’t view it as such, and thus far haven’t secured or put proper guardrails around the AI tools they use or address the ways attackers can use AI against them, he added. 

AI’s mark on vulnerabilities is particularly concerning, as reflected by what Meyers described as “one of the scarier stats” in this year’s report: 88% of vulnerabilities were weaponized through AI within 48 hours. 

“This is creating a rich ecosystem of vulnerabilities for attackers to use against various systems,” he said. It also renders the 30-day patch window obsolete, forcing organizations to struggle under a new baseline patch cycle of 24 to 48 hours, according to Meyers.

The AI ecosystem also became the next software supply chain battleground during the past year, as evidenced by TeamPCP’s rampage through open-source software in the first half of this year. 

The threat cluster compromised more than 300 software dependencies in one day, Meyers said. 

AI tools are already in the crosshairs and the attack surface will continue to grow as agentic systems, AI application integrations and dependency managers for AI agents proliferate, the report concluded.

“The same AI tools driving modern businesses are creating under-defended attack surfaces that adversaries are exploiting,” Meyers said. “We have to secure AI. This is absolutely critical.”

Okta’s deal for Permiso aims to close gaps in identity threat detection

Okta announced Thursday it has signed a deal to buy Permiso Security, a cloud-based firm that tracks threats tied to human, machine, and AI-driven digital identities. 

Permiso specializes in spotting risks after a user or system has already logged in, an area the industry refers to as identity threat detection and response. The company draws on more than 2,500 signals gathered from over 70 identity-related partners to flag issues such as excessive access permissions, unused credentials, unusual behavior from AI agents, and violations of internal security policies.

Ely Kahn, Okta’s chief product officer, told CyberScoop that Permiso will allow Okta to merge two functions that have operated separately: real-time threat detection and identity security posture management. “Today those are two separate products that don’t really talk to each other,” he said. 

Combining them, Kahn said, produces sharper alerts for security teams. As an example, he described a hypothetical scenario where a dormant administrator account is flagged by posture-management tools that later shows a login from an unfamiliar IP address. “By combining those things, you now have a very high-confidence, high-fidelity alert that’s more actionable by a security operations team,” Kahn said. “A security operations team on its own might not care about the dormant account, but when you combine that with some threat signals, then it becomes a higher critical-level alert.”

A crucial part of the deal, according to Kahn, is that Permiso will bring visibility beyond Okta’s current threat detection products, telling CyberScoop that customers also rely on other identity systems, such as Microsoft Entra ID or Active Directory, that fall outside that view.

“For us to be a real player in the identity security space, we have to look beyond the Okta perspective and give folks a full view into their identity threats,” he said.

The acquisition also fits into a security landscape reshaped by artificial intelligence. According to figures cited by Okta, 58% of executives say their organizations experienced an AI-related security incident or a near miss within the past year. That trend has pushed identity companies like Okta to expand beyond authentication and into continuous monitoring of what accounts, including AI agents, actually do once inside a system.

“Agents will be breached,” Kahn said. “The most important thing you can do is ensure that if an agent is compromised, the blast radius is small,” through a narrowly defined, revocable identity tied to each agent. 

Among the capabilities Okta says it will gain is a tool called SandyClaw, which tests AI agent skills and prompts in an isolated environment before they are allowed into a customer’s systems, aiming to catch supply-chain attacks embedded in AI tools. Other planned additions include expanded tracking of AI agent behavior across cloud platforms and software-as-a-service tools, and automated systems to investigate and isolate AI agents that appear compromised or misconfigured.

The transaction is expected to close in the third quarter of Okta’s 2027 fiscal year, pending standard regulatory and closing conditions. Terms of the acquisition, including its purchase price, were not disclosed.

Microsoft discloses ‘the mother of all’ vulnerability loads, tripling June’s previous record

Microsoft’s monthly Patch Tuesday security program reached an unrivaled pinnacle this month, as the vendor addressed 622 vulnerabilities across its suite of business products and systems. 

“The bug apocalypse has finally descended upon us,” Dustin Childs, head of threat awareness at Trend Micro’s Zero Day Initiative, wrote in a blog post Tuesday.

“The mother of all releases. To call this record-breaking is an understatement,” he added. “The CVE count year-to-date exceeds all other years’ totals.”

The startling increase in vulnerabilities reflects a compounding effect taking root across software as artificial intelligence plays a growing role in discovering and developing patches for defects lurking in error-riddled applications. 

Microsoft’s June Patch Tuesday update broke the previous all-time record with 206 vulnerabilities.

The company last week warned forewarned customers and defenders that a flood of defects would be uncovered as it applies its multi-model agentic scanning harness (MDASH) to discover and address vulnerabilities at greater speed and scale.

The monthly exponential rise in Microsoft vulnerabilities already puts the vendor on pace to break a full-year record, ending 2026 with the largest annual collection of defects, beating the previous record of 1,245 CVEs in 2020, Satnam Narang, senior staff research engineer at Tenable, said in an email. 

“It’s probable that we will not only exceed 2,000 CVEs in a calendar year, but potentially over 3,000 CVEs this year or more,” he added.

“The volume is striking, but it reflects how good these tools have become at finding bugs, not how many of those bugs actually pose a risk to organizations,” Narang said.

Microsoft disclosed two actively exploited zero-day vulnerabilities — CVE-2026-56155 and CVE-2026-56164, privilege escalation defects in Active Directory Federation Services and Microsoft SharePoint Server, respectively. 

The monthly batch of patches included 416 defects in Windows, 82 in Office and 46 in Microsoft Edge. More than 1 in 10 vulnerabilities the vendor disclosed — 63 total — were rated as critical.

“The products covered this month are also astonishing,” Childs said. “Just about everything you’ve ever heard of is getting patched.”

SAP also addressed a fresh assortment of vulnerabilities Tuesday, including critical defects CVE-2026-44747 in SAP NetWeaver Application Server and CVE-2026-27690 in SAP Approuter.

Finding vulnerabilities was never the hard part

I keep hearing the same frustration when I talk with security leaders. The real problem sitting on their desk isn’t finding vulnerabilities. It’s deciding which ones actually matter.

The industry has spent billions on better visibility. We’ve convinced ourselves that if we could just discover more vulnerabilities, collect more data, and ingest more threat intelligence, we’d become more secure. But look around. Organizations still aren’t more secure. They’re just overwhelmed.

Then AI arrived and changed the game entirely. In a matter of months, vulnerability discovery accelerated dramatically. AI systems review code faster than human researchers ever could. They identify weaknesses at unprecedented scale. They scan continuously without the limitations of time, staffing, or attention. The headlines have been everywhere. Government leaders are reevaluating AI laws. CEOs are tossing and turning at night.

But we are focusing on the wrong issue. None of this is actually solving what matters most.

For years, security teams have been drowning in findings. Every new threat feed promised greater visibility. What arrived instead was noise—more data, more alerts, more dashboards, more vulnerabilities. Rarely clarity. Now AI is pouring gasoline on that fire.

The conversations around AI in cybersecurity often get stuck in the wrong place. People debate whether it will help defenders move faster or enable attackers more easily. Both matter, but they are not the core issue.

The real consequence of AI is that it’s exposing something organizations have avoided facing. A vulnerability is not risk, it’s just a clue. Risk emerges when information connects to context: how critical the affected asset is, what controls surround it, how likely exploitation is, the business processes it supports, and what happens operationally if it fails.

Without that context, prioritization becomes impossible. Resources get spent on low-risk issues while mission-critical, vulnerabilities sit unfixed.

Now AI is now making the data volume problem almost impossible to comprehend. An enterprise working with hundreds of software vendors, cloud providers, contractors, and technology partners must investigate every relationship. It’s like a cybersecurity nesting doll where AI continuously identifies vulnerabilities across that entire ecosystem, every minute of every day.

The real challenge today isn’t discovering weaknesses. It’s determining which of tens of thousands of newly discovered weaknesses could actually disrupt operations, impact customers, halt revenue, or create regulatory exposure. Most organizations can’t answer that question quickly.

Some still rank risk using severity scores built for technical teams rather than business leaders. Others rely on manual triage that was already struggling before AI. Many still measure security maturity by how many findings they identify rather than the speed and accuracy of their decisions.

These approaches don’t work anymore. They probably didn’t work yesterday either.

What’s uncomfortable to acknowledge is that AI isn’t creating a cybersecurity crisis. It is revealing one that’s existed for years. The organizations that succeed in this an AI world will transform discovery into judgment faster than their competitors. When AI can find nearly every weakness, security belongs to those who know what to act on. It belongs to those who can connect data to business reality.

That’s the real edge. That’s what separates secure organizations from those that are just collecting more findings.

What the post-quantum executive order really demands of CISOs

Post-quantum cryptography didn’t sneak up on the industry. 

For years, security teams, standards bodies, hyperscalers, and governments have been pointing at the same horizon: a cryptographically relevant quantum computer will, eventually, dismantle the public-key algorithms underpinning today’s enterprise security. The latest executive order doesn’t introduce a new threat. It codifies what the field has long understood, and attaches deadlines to it.

For CISOs, the framing shift matters. PQC is fundamentally a readiness problem, not a cryptography problem. Watching Google accelerate its quantum roadmap, or seeing federal agencies restructure their security architecture around PQC, makes the stakes impossible to ignore.” Boards are already asking: “How are we thinking about post-quantum transition today?” For most organizations, the gap between that question and a credible answer is wider than it should be.

The EO is unambiguous on scope. PQC has moved from a research effort to real policy, with deadlines, accountability structures, and direct consequences for federal agencies, contractors, critical infrastructure operators, and the broader private sector that supports them.

Federal high-value systems must transition key establishment to PQC by Dec. 31, 2030. Digital signatures will follow by Dec. 31, 2031.

Those dates may appear distant, but for anyone who has navigated an enterprise-scale security transformation, with the procurement cycles, architecture reviews, and organizational change management that entails, 2030 sits squarely inside current planning horizons. The window for orderly execution is already narrowing.

What makes that window even tighter is that the most immediate risk has nothing to do with deadlines. “Harvest Now, Decrypt Later” attacks are already operational. Nation-state adversaries are collecting encrypted data today and storing it until quantum capabilities are sufficient to decrypt it: intellectual property, health records, financial transactions, source code, government communications, and more. The encryption protecting that data right now is, functionally, a time-delayed vulnerability. Long-lived sensitive data may already be compromised in ways that won’t become visible for years.

The first step for CISOs is shifting from awareness to ownership.

PQC readiness cannot be delegated to individual application teams or treated as a future compliance checkbox. That approach will not survive given the EO’s accountability requirements. Every organization needs a point person: a program lead, a cross-functional steering committee, or a dedicated cryptographic risk office. Whatever the structure, it needs authority and a seat at the leadership table.

That ownership must span security, IT, infrastructure, engineering, product, legal, compliance, procurement, and business stakeholders. Cryptography is embedded across the entire enterprise: certificates, keys, protocols, APIs, hardware, cloud services, code-signing systems, identity infrastructure, third-party platforms. No single team has the bandwidth to address this alone. A cross-functional working group or Center of Excellence should be an organizational prerequisite as we move into the future.

Visibility is going to be critical, and this is where most organizations will find the largest gaps.

CISOs need a clear picture of where cryptography exists across their environment: which algorithms are in use, which systems depend on vulnerable cryptography, what data requires long-term confidentiality, and which business processes would be disrupted by migration. Without that inventory, risk assessment is guesswork, remediation is impossible, and demonstrating progress to regulators or boards becomes an exercise in speculation.

The principle is straightforward: you cannot protect what you cannot see.

Furthermore, a cryptographic inventory cannot be a static spreadsheet updated annually and then filed away. It needs to function as a living view of the organization’s trust infrastructure, covering certificates, keys, algorithms, libraries, protocols, signing systems, certificate authorities, HSMs, workloads, devices, and third-party dependencies. 

Once that visibility exists, prioritization follows from business impact. Systems protecting long-lived sensitive data, critical infrastructure, customer trust, software integrity, and regulated environments move first, with everything else sequenced accordingly.

Beyond visibility, CISOs need a roadmap aligned to the order’s milestones rather than aspirational planning documents that never translate into funded programs.

The 2030 key establishment deadline requires understanding every point where encryption and key exchange mechanisms operate across critical systems. The 2031 digital signatures deadline extends that challenge to software integrity, code signing, document signing, authentication, identity infrastructure, and long-term verification. This is a multi-year transformation program, and it warrants the same organizational rigor as any other enterprise-wide initiative of comparable scope.

That means three categories of dedicated resources. First, funding: PQC readiness cannot be absorbed into existing security budgets without displacing other priorities. It requires multi-year investment in discovery tooling, testing, migration execution, automation, and governance. Second, talent: organizations need cryptography expertise, enterprise architecture capability, PKI experience, risk management, compliance support, and program leadership, a combination already in short supply across the industry. Third, technology: discovery tools, certificate and key lifecycle automation, policy enforcement, reporting infrastructure, and the architectural capability for crypto-agility.

Crypto-agility is the long-term objective that makes this transition worth doing properly.

Organizations that treat PQC as a one-time algorithm swap will find themselves back in the same position when standards shift again. The quantum transition is occurring in parallel with the rise of AI, machine identities, autonomous systems, and increasingly complex digital ecosystems, all of which depend on cryptographic trust. Organizations that do not actively govern that trust infrastructure will struggle with AI security, software supply chain integrity, identity governance, and the compliance mandates that follow.

The order functions as a forcing mechanism, converting PQC from a future technical concern into a present-day leadership accountability. Three questions now define where an organization stands:

  • Do we have a clear picture of where our cryptographic risk lives?
  • Do we have a funded, sequenced migration plan that meets the order’s deadlines?
  • Can we demonstrate that our trust infrastructure is agile enough to adapt as standards and threats continue to evolve?

The debate over precisely when quantum computing will be a reality is a distraction. Building the visibility, governance, funding, and automation required to move with confidence is where we need to be spending our collective time and effort.

CISOs have moved past the question of whether to act. The operative question is how far behind the organization already is, and how quickly it can transform cryptography from an invisible dependency into a managed, measurable, and adaptive system of trust. The organizations that begin that work now will be the ones with options when the deadlines arrive.

CISA directive orders agencies to prioritize vulnerability patching in a new way

The Cybersecurity and Infrastructure Security Agency on Wednesday ordered federal agencies to prioritize vulnerabilities based on four criteria, as part of push to “patch smarter, not harder.”

Federal agencies should emphasize patches for vulnerabilities that affect a publicly exposed asset, allow an attacker to fully automate exploitation, give attackers the ability to take over control of a system or relate to evidence of active, real-world exploitation, CISA declared.

CISA acting director Nick Andersen previewed the binding operational directive (BOD) Tuesday, framing it as a rethinking of vulnerability management more broadly.

“This Directive provides clear definitions, timelines and criteria that enhances transparency, predictability and agencies’ resource planning to execute more effective vulnerability remediation,” Andersen said in a statement. “CISA is leading and collaborating with federal civilian agencies to stay ahead of our adversaries as tactics, technologies and vulnerabilities change.”

BOD 26-04 sets forth timelines for how quickly agencies must fix a vulnerability based on how many of the four criteria it meets. If it meets all four, for example, agencies need to fix it within three days and carry out a “forensic triage” to assess whether their systems were compromised. 

More generally, agencies must immediately update their vulnerability management policies, including establishing a process for ongoing remediation of known, exploited vulnerabilities (KEVs) on CISA’s “must-patch” list. Within 60 days, agencies need to update their processes for remediating common vulnerabilities, and within 180 days, agencies must meet the order’s remediation timelines.

The directive is motivated in part by how artificial intelligence is shifting the window from vulnerability discovery to weaponization, and CISA said it reflects priorities in an executive order on AI that President Donald Trump signed last week.

BODs aren’t mandatory for anyone outside of federal agencies, but CISA encourages the private sector to embrace them. CISA officials said in a blog post about the need to “patch smarter, not harder” that “defenders are already struggling to keep up.”

“Artificial intelligence is assisting both researchers and adversaries in identifying flaws in software, vastly increasing the pace at which new vulnerabilities are discovered,” wrote Chris Butera, acting executive assistant director for cybersecurity, and Jonathan Spring , senior technical adviser. “Per Verizon’s 2026 Data Breach Investigations Report, only 26% of vulnerabilities on CISA’s Known Exploited Vulnerabilities (KEV) Catalog were fully remediated by organizations in 2025, a drop from the previous year’s 38%. The median time for full resolution rose to 43 days.”

The move from weeks to days for agencies to patch the most urgent vulnerabilities is something CISA has discussed with some agencies to see if it’s doable, Butera told reporters Wednesday. At one large agency CISA analyzed, just 1% of vulnerabilities fell into the 3-day window, while 60% could be deferred to the next system upgrade.

“We’ve engaged with a few federal agencies ahead of this directive and tried to socialize some of these new time frames,” he said. “We really believe we should be able to free up some time to patch the most urgent vulnerabilities faster, while allowing for more regular patch cycles for some of the lower risk vulnerabilities.”

Patrick Garrity, a security researcher at VulnCheck, said the CISA directive joins similar guidance out of India and the United Kingdom.

“It’s clear the momentum is growing and pushing in the right direction,” he told CyberScoop. “The new directive aligns exactly with the approach we’ve been taking with customers for years, leveraging exploit intelligence to focus on the subset of vulnerabilities that enterprises, governments and vendors really need to address. While it’s mandated for federal organizations, it’s something the private sector should pay attention to as well.”

Tod Beardsley, vice president of security research at runZero and former KEV section chief at CISA, wrote on LinkedIn that there are several noteworthy potential impacts of the BOD, among them that he thinks three-day deadlines will end up being frequent.

“I remain dubious that a three day deadline spread across more than a hundred agencies is an achievable patch cadence today, but we’ll all find out together,” he said.

CISA is rethinking how it prioritizes risks and vulnerabilities for feds, private sector

The Cybersecurity and Infrastructure Agency wants to fundamentally reevaluate how it prioritizes risks and vulnerabilities, both for privately-owned critical infrastructure and within the federal government, acting director Nick Andersen said Tuesday.

The plans include a binding operational directive for federal agencies set to be published Wednesday and getting more specific with critical infrastructure owners and operators about which assets they need to protect most and how, Andersen said while speaking at an event hosted by Axonius in Washington, D.C. and talking with reporters afterwards.

The binding operational directive looks to revise how federal agencies do vulnerability management, he said. “Overall, our approach to date has been ‘A patch is released, apply this patch as quickly as you can,’” he said.

“We’re really asking people to take more of a focus on risk associated with each vulnerability. Is it with an asset that is internet-exposed? Does it align to a KEV entry?” he said, referring to CISA’s list of known exploited vulnerabilities. “Is it automatable in its exploitation? Really, we need to be able to highlight that some patches just aren’t as important as others, and plugging the holes for some vulnerabilities is simply not as important as others.”

Andersen said he has made setting the right priorities the focus of his tenure.

“We have to be okay with saying there are some systems that are less important than others, there are some elements of critical infrastructure that are less important than others,” he said. “Those things are very easy for us to rationalize [for] physical crises, but we need to start wrapping our minds around how we’re going to do that during cyber crises.”

Andersen said artificial intelligence-enhanced threats have fueled the directive in part, based on “a recognition that we’re a different dynamic environment with the shorter timeline to weaponization and exploitation,” but the discussions on the directive have been going on for months, before the splashy announcements about frontier AI models and the risks they might deepen. Wednesday’s directive is unrelated to the AI-focused executive order released by the Trump administration last week.

The idea of prioritizing certain potential hacking targets over others isn’t a new one in critical infrastructure, with concepts like “Section 9” designations under a 2013 executive order for entities whom an attack upon could have catastrophic effects; “systemically important critical infrastructure” designations, as recommended by the Cyberspace Solarium Commission; or the creation of the National Risk Management Center established during President Donald Trump’s first term but now the subject of proposed budget cuts.

Andersen said past concepts haven’t worked well, citing Section 9 designations as an example.

“We would sit here and say, ‘Congratulations, you’re with this company, and you’re a Section 9 entity, isn’t that fantastic?’” he said. “That’s really not the level of fidelity that we have to be able to get to to have a real measurable conversation about risk. I need to be able to go to a company and say, ‘Here’s the specific function you’re supporting that makes you more critical. Let’s have a conversation about the specific assets that support that function, and how do we get to a measurable level of resilience for those assets?’”

Those discussions need to get down to a “fine grain,” Andersen said.

“If I’ve got a major bank that I’m talking to, is it as important to me that the bank’s process that supports the bulk payment system is resilient, or is it just as important to me that the branch location two blocks away is continuing to operate?” he said. “Those things just are apples and oranges, even though it’s the same entity that might be affected.”

CISA’s capabilities under the Trump administration have drawn considerable scrutiny, given deep budget cuts at the agency, with more planned. The administration is now making moves to hire back personnel.

Andersen said the agency is working to hire 329 people, and will have job offers out to 182 of them by the end of June. He said the emphasis of the first tranche of hires under the hiring sprint is operational capabilities, meaning areas like emergency communications, infrastructure security and regional personnel.

The agency also has had some of its work hampered by the government shutdowns, such as the delay in plans for town-hall meetings about implementation of the Cyber Incident Reporting for Critical Infrastructure Act of 2022, which will require key owners and operators to report major incidents within 72 hours.

Andersen said he couldn’t set a date for finalization of regulations related to the law — which had already been delayed prior to any funding lapses — with those town halls now scheduled to begin next week.

“We could have a lot of comments that come to us and really radically change our way of thinking about what the need is here,” he said. “But our focus is just on what’s the original congressional intent behind CIRCIA. what is the greatest need that we’re going to be able to serve, and how it’s going to be able to further the mission that we have for the nation.”

Attackers are exploiting Palo Alto Networks defect that initially flew under the radar

Researchers and threat hunters are scrambling to respond to an actively exploited authentication-bypass vulnerability affecting Palo Alto Networks customers’ firewalls. 

The company initially tagged CVE-2026-0257 with a medium-severity rating when it disclosed the defect May 13, but quickly reassessed it as critical after Rapid7 observed and confirmed active exploitation in the wild. The Cybersecurity and Infrastructure Security Agency followed suit, and added the vulnerability to its known exploited vulnerabilities catalog Friday.

The escalated threat posed by the defect, which allows remote attackers to bypass security restrictions and establish a VPN connection to an affected firewall, showcases how quickly a seemingly mild vulnerability can turn into an urgent warning. 

“Palo Alto Networks is actively monitoring limited exploitation attempts targeting CVE-2026-0257 on unpatched PAN-OS devices where mitigations have not been applied,” a company spokesperson said in a statement. The company on Friday urged all customers to immediately apply the patch or follow its recommended steps for mitigation. 

The vendor and Rapid7, which first observed exploitation May 17 in a customer environment, declined to say how many organizations are impacted thus far. Yet, Douglas McKee, director of vulnerability intelligence at Rapid7, warned: “We’ve continued to see new victims roll in, including a couple of customers hit within just an hour of each other during a second wave of activity” on May 21. 

Jake Knott, security researcher at watchTowr, told CyberScoop the vulnerability and resulting exploits follows a recurring trend wherein attackers target exposed network edge devices and rapidly identify, develop and weaponize exploits for initial access. 

“This is yet another authentication bypass on a device whose sole job is to guard the front door to an organization’s network,” he said. “What stands out is how simple it is — an attacker can forge a valid authentication cookie using nothing more than the appliance’s publicly available TLS certificate. The entire exploit is a single HTTP request.”

The vulnerability has a few requisites that limit exposure, specifically posing risk to some Palo Alto Networks customers running GlobalProtect portal or gateway configured to enable authentication override cookies. 

“The cookie encryption and decryption certificate must be reused with another feature, which potentially exposes the public key for that certificate,” said Caitlin Condon, vice president of security research at VulnCheck.

“It’s difficult to say how many deployments meet those criteria for exploitability, but Palo Alto Networks firewalls have a very large footprint, which means even uncommon configurations can present significant attack surface area,” she added.

Rapid7 said the same attacker or group is likely responsible for both waves of exploitation last month, but in many cases attackers are not establishing a full VPN connection or moving to other parts of the impacted network. 

The attackers are “highly opportunistic and clearly monitor the security research community,” McKee said. “Attackers are purposefully weaponizing medium-severity vulnerabilities, which are typically lower priority or blind spots for organizations.”

Multiple threat clusters are swarming to the opportunity and quickly adapting to published research.  Researchers have not attributed the malicious activity to any specific threat groups. 

“Their exact origins and long-term objectives remain unclear, as they currently seem focused purely on opportunistic initial access rather than targeted, long-term espionage,” McKee said. 

Palo Alto Networks said it discovered the vulnerability internally through its use of frontier AI tools. Yet, within days of its public disclosure, initial assessments were proven inadequate.

“This is a pattern we continue to see — the urgency only arrives after exploitation is underway,” Knott said. “Organizations that wait for confirmation of active exploitation before patching will consistently find themselves reacting too late.”

Attackers hit vulnerabilities hard last year, making exploits the top entry point for breaches

Attackers couldn’t get enough of the vulnerabilities at their disposal last year, making exploits the top initial access vector across more than 22,000 breaches Verizon analyzed in its latest Data Breach Investigations Report released Tuesday.

The massive annual study uncovered a surge of exploited vulnerabilities during a one-year period ending in October 2025. Exploited defects accounted for 31% of all known initial access vectors, jumping from 20% the previous year. 

The uptick in exploited vulnerabilities is a reflection of the “sisyphean cause” of vulnerability management, researchers wrote in the report. “Put quite simply, there are often too many vulnerabilities and not enough time for patching all of them.”

Organizations are struggling to keep up with the torrent of vulnerabilities affecting technology across their systems. This slide is especially worrisome, and declining, among defects in the Cybersecurity and Infrastructure Security Agency’s known exploited vulnerabilities catalog.

Only 26% of the critical vulnerabilities in CISA’s catalog were fully remediated by more than 13,000 organizations Verizon studied in 2025, marking a drop from 38% the year prior. 

“There is also a worse result for the median time elapsed for a vulnerability to be fully patched by detection,” researchers wrote in the report. “Our new median time is 43 days, almost two weeks longer than last year’s 32 days.”

Verizon also noted that the median number of KEV vulnerabilities that organizations had to patch jumped from 11 in 2024 to 16 in 2025.

CISA’s KEV catalog contained more than 1,500 CVEs as of February, and 65% of those were exploited during the previous year, according to the report.

Verizon identified the five most common weaknesses of CISA KEV CVEs in its report as out-of-bounds read, heap-based buffer overflow, use after free, external control of file name or path and access of resource using incompatible type.

Attacker motivations remained relatively consistent last year, with financially-motivated cybercriminals accounting for 88% of all breaches. Espionage-driven attacks from state-affiliated groups made up the remainder.

“Ransomware continues to be among the most disruptive and impactful types of breaches we see. Not unlike the price of everything from fast food to adult beverages in ballparks, it continues to trend upward,” researchers wrote in the report.

Ransomware accounted for 48% of all breaches last year, up from 44% in 2024. Yet, Verizon observed some positive trends in ransomware as well.

Ransom payments continued to decline, with 69% of victims reporting they didn’t pay, and the median payment slid from $150,000 in 2024 to almost $140,000 last year.

Tracking ransomware remains a challenge for researchers and authorities. 

“There is a growing disconnect between what is being reported and the reality of what has occurred, in no small part due to threat actors reusing old breaches, reposting breaches from other criminal partners and making up breaches out of whole cloth to help increase their notoriety in the criminal world,” Verizon wrote in the report. “We’re beginning to think that these cybercriminals might not be entirely trustworthy.”

Yet, despite the lack of indisputable data on ransomware activity, researchers concluded: “Ransomware is still the yoga pants of cybersecurity — ubiquitous, stubbornly popular and appearing in unexpected places near you.”

Cisco zero-day under ongoing attack by persistent threat group

Attackers returned once again to a common target with a massive user base by exploiting a max-severity zero-day vulnerability affecting Cisco Catalyst SD-WAN Controller and Manager.

The threat group behind the “limited” number of attacks Cisco is aware of thus far are also linked to a series of previously disclosed vulnerabilities in the vendor’s firewalls and SD-WAN systems, the company said in a threat advisory Thursday.

The authentication bypass vulnerability — CVE-2026-20182 — has a CVSS rating of 10 and “behaves like a master key,” Douglas McKee, director of vulnerability intelligence at Rapid7, wrote in a blog post. 

“An attacker can present themselves to the controller as a trusted network router and, if the system accepts that claim without properly validating it, they can obtain the highest level of administrative access,” he added. “That is the cybersecurity version of a Jedi mind trick.”

Rapid7 discovered and reported the vulnerability to Cisco on March 9, and Cisco said it became aware of limited exploitation of the vulnerability earlier this month. The vendor disclosed and released a patch for the vulnerability Thursday, and the Cybersecurity and Infrastructure Security Agency quickly added the defect to its known exploited vulnerabilities catalog.

Cisco did not explain what occurred during that two-month window. Yet, the disclosure and warning from researchers marks another challenge for Cisco customers that have confronted a flood of actively exploited vulnerabilities affecting the vendor’s network edge software since late February. 

Cisco isn’t the only security vendor facing an onslaught of attacks on its customers, but it is among the most heavily targeted. CISA has added seven vulnerabilities affecting Cisco SD-WANs and firewalls to its known exploited vulnerabilities catalog in less than three months.

Cisco Talos researchers attributed the latest round of zero-day attacks to UAT-8616, the same attackers that exploited a pair of separate zero-days in Cisco’s network edge software for at least three years before the activity was discovered and reported in February. 

The company, which described the exploitation of the new zero-day as ongoing, once again declined to answer questions about the origins or motivations of UAT-8616. 

“We strongly recommend customers apply the available fixed software releases and follow the guidance provided in the advisories and Cisco Talos blog,” a spokesperson for the company said in a statement.

Cisco Talos researchers also warned that UAT-8616 and at least 10 other threat groups have chained together and achieved “widespread in-the-wild active exploitation of three vulnerabilities in unpatched Cisco Catalyst SD-WAN Infrastructure.” The company previously disclosed and released patches for the vulnerabilities — including CVE-2026-20122, CVE-2026-20128 and CVE-2026-20133 — in February. 

Rapid7 said it discovered the latest critical authentication bypass vulnerability when it was researching CVE-2026-20127, a previous zero-day the Five Eyes identified and confirmed as actively exploited by UAT-8616 in late 2025. Authorities and Cisco waited at least two months to disclose and patch the vulnerability, and share emergency mitigation guidance.

That campaign, which got underway at least three years prior, marked the second series of actively exploited zero-days in Cisco edge technology in less than a year. Both campaigns prompted CISA to issue emergency directives months after the attacks were first detected, and both attack sprees were underway for at least a year before they were discovered. 

The latest zero-day, which bypasses authentication in the same control-plane service as CVE-2026-20127,  requires no credentials or prior knowledge of the target environment for exploitation, Jonah Burgess, senior security researcher at Rapid7, told CyberScoop.

“Cisco confirmed it affects all deployment types, including on-premises, cloud, and FedRAMP environments. The SD-WAN Controller manages routing and policy for the entire overlay network, so a single compromised controller can potentially give an attacker influence over every branch, data center, and cloud edge connected to that fabric,” Burgess added.

His colleague at Rapid7, McKee, said attackers have become very good at turning weaknesses in central network infrastructure into high-impact operations. 

“Compromising one branch router is useful. Compromising the controller that manages the entire estate is a very different conversation. Now you are talking about the ability to reroute traffic, intercept communications, push malicious configuration, or simply break connectivity across the whole organization,” he wrote.

“That is the real paradox here,” McKee added. “The same architecture that gives defenders scale and simplicity can also give attackers a single point of catastrophic leverage.”

Microsoft addresses 137 vulnerabilities in May’s Patch Tuesday, including 13 rated critical

Microsoft addressed another triple-digit batch of vulnerabilities cutting across its various enterprise products, components and underlying systems. Yet despite the high number of defects, the vendor reported no actively exploited zero-days in this month’s Patch Tuesday update.

Thirteen of the 137 vulnerabilities Microsoft disclosed were assigned critical CVSS ratings, including a pair of vulnerabilities affecting Azure — CVE-2026-33109 and CVE-2026-42823 — and CVE-2026-42898 in Microsoft Dynamics 365 with 9.9 CVSS scores. 

The company designated 13 vulnerabilities as more likely to be exploited, and 113 defects as less likely or unlikely to be exploited.

The high volume of vulnerabilities reflects a growing trend researchers have been anticipating as artificial intelligence models are deployed to find previously uncovered defects in code. 

While not all of these bugs were found by AI, it’s likely they had an AI-related component — even if it was just AI writing the submission,” Dustin Childs, head of threat awareness at Trend Micro’s Zero Day Initiative, wrote in a blog post Tuesday.

Childs was especially intrigued by CVE-2026-41096, which he described as a “nasty-looking bug” in Microsoft Windows DNS that allows unauthorized attackers to run code remotely. 

“No authentication or user interaction needed, and since the DNS Client runs on virtually every Windows machine, the attack surface is enormous. An attacker with a position to influence DNS responses could achieve unauthenticated remote-code execution across your enterprise,” he added. 

Childs also described CVE-2026-41089, a Windows Netlogon defect that allows unauthenticated remote attackers to run code, as the “highest-impact bug that requires immediate patching,” adding that a “compromised domain controller is a compromised domain.”

Jack Bicer, director of vulnerability research at Action1, called out CVE-2026-42898, the critical vulnerability affecting Microsoft Dynamics 365. 

“With no user interaction required, and the potential to impact systems beyond the vulnerable component’s original security scope, this vulnerability poses serious enterprise risk: an attacker with only basic access could turn a business application server into a remote execution platform,” he said in a blog post.

“Compromise of Dynamics 365 infrastructure can expose customer records, operational workflows, financial information, and integrated business systems. Since CRM environments often connect with identity services, databases, and enterprise applications, successful exploitation could lead to broader organizational compromise and operational disruption,” Bicer added.

US government, allies publish guidance on how to safely deploy AI agents

Cybersecurity agencies from the United States, Australia, Canada, New Zealand and the United Kingdom jointly published guidance Friday urging organizations to treat autonomous artificial intelligence systems as a core cybersecurity concern, warning that the technology is already being deployed in critical infrastructure and defense sectors with insufficient safeguards.

The guidance focuses on agentic AI — software built on large language models that can plan, make decisions and take actions autonomously. In order for this software to function it needs to connect to external tools, databases, memory stores and automated workflows, allowing it to execute multi-step tasks without human review at each stage.

The guidance was co-authored by the U.S. Cybersecurity and Infrastructure Security Agency, the National Security Agency, the Australian Signals Directorate’s Australian Cyber Security Centre, the Canadian Centre for Cyber Security, New Zealand’s National Cyber Security Centre and the United Kingdom’s National Cyber Security Centre.

The agencies’ central message is that agentic AI does not require an entirely new security discipline. Organizations should fold these systems into the cybersecurity frameworks and governance structures they already maintain, applying established principles such as zero trust, defense-in-depth and least-privilege access.

The document identifies five broad categories of risk. The first is privilege: When agents are granted too much access, a single compromise can cause far more damage than a typical software vulnerability. The second covers design and configuration flaws, where poor setup creates security gaps before a system even goes live.

The third category covers behavioral risks, or cases where an agent pursues a goal in ways its designers never intended or predicted. The fourth is structural risk, where interconnected networks of agents can trigger failures that spread across an organization’s systems.

The fifth category is accountability. Agentic systems make decisions through processes that are difficult to inspect and generate logs that are hard to parse, making it difficult to trace what went wrong and why. The agencies also note that when these systems fail, the consequences can be concrete: altered files, changed access controls and deleted audit trails.

The guidance also flags prompt injection, where instructions embedded inside data can hijack an agent’s behavior to perform malicious tasks. Prompt injection has been a lingering problem with large language models, with some companies admitting that the problem may never be solved

Identity management gets significant attention throughout the document. The agencies recommend that each agent carry a verified, cryptographically secured identity, use short-lived credentials and encrypt all communications with other agents and services. For high-impact actions, a human should have to sign off, and the guidance is explicit that deciding which actions require that approval is a job for system designers, not the agent.

The agencies admit the security field has not fully caught up with agentic AI. Some risks unique to these systems are not yet covered by existing frameworks, and the guidance calls for more research and collaboration as the technology takes on a growing number of operational roles.

“Until security practices, evaluation methods and standards mature, organisations should assume that agentic AI systems may behave unexpectedly and plan deployments accordingly, prioritising resilience, reversibility and risk containment over efficiency gains,” the guidance reads.
